Request for Expression of Interest (EoI)

Transparency International Nepal (TIN) under its ‘Climate Finance Policy Integrity’ program, supported by The German Federal Ministry for the Environment, Nature Conservation, Building and Nuclear Safety (BMUB), seeks EoI for the following Research/Study:

Mapping of Climate Finance Governance in Nepal: In recognition of the significant scale of climate finance flowing in Nepal, a study is to be conducted covering:

  1. Climate finance governance landscape including Actors/Stakeholders (their roles, relationship), Ongoing Projects and Flow of Finance.
  1. Climate finance/climate change Acts/ Policies, and Implementation/ Governance challenges.

Study findings and recommendation should be useful for in-depth Climate Finance governance analysis, national advocacy and information dissemination. Visit www.tinepal.org  for ToR.

Interested individual(s) or firm(s) can submit an EoI via email, on the work listed above, no later than 31th August 2017. EoI having academic and/or research expertise on climate related subject will be given preference. EoI should include:

  1. A concept note (max 8 pages) mentioning methodological details, approaches and budget (Refer ToR Annex 1); Maximum budget NPR 275,000/- (Tax inclusive). Time limit 3 month.
  1. Current CV/ profile of individual(s) or firm(s) (Firm should have PAN/VAT registration).

 Mapping of Climate Finance Governance in Nepal

TERMS OF REFERENCE (ToR)

FOR

RESEARCH CONSULTANCY

CONSULTANT shall be guided by this Terms of Reference (ToR), and Annex there to, of this document. The Consultant shall be submitting a Concept Note to TIN as per Template of the concept note, Annex 1, of the ToR. Approved Concept Note can be an integral part of the Agreement between TIN and the Consultant.

Part – I: RESEARCH COMPONENT

Title: Mapping of Climate Finance Governance in Nepal

In recognition of the significant scale of climate finance flowing in Nepal, a study is to be conducted in covering:

  1. Climate finance governance landscape including Actors/Stakeholders (their roles, relationship), Ongoing Projects and Flow of Finance.
  1. Climate finance/climate change Acts/ Policies, and Implementation/ Governance challenges.

Study findings and recommendation should be useful for in-depth Climate Finance governance analysis, national advocacy and information dissemination.

PART – II: PRELIMINARY

 

A. GENERAL RESEARCH OBLIGATION& DELIVERABLES

I. Research Obligation

The research obligation of the Consultant shall be the following:

  1. Submit a 8 page (Max) Concept Note pursuant to Annex 1;
  2. In the event of Concept Note approval, and after signing of a formal Agreement with TIN, submit a final Research Plan (1 page) and a Proposed Outline (Table of Contents) of the Report for TIN approval;
  3. Conduct a literature review based on national and international best practices;
  4. Solicit information through the means of consultative meetings and/or focused group discussions and/or key informant interviews and/or observation visits, etc., as required;
  5. Analyze information gathered from primary and secondary sources (including CFPI toolkit designed by TI-Secretariat), and share preliminary findings with TIN for validation and further preparation;
  6. Write a detailed Report in English along with Executive Summary both in English and Nepali, and formulating a set of recommendations both at policy and implementation level with possible implementation measures;
  7. Submit a first draft to TIN for feedback;
  8. Submit a Second draft incorporating TIN suggestions;
  9. Accommodate further feedbacks, if any, and submit the Final Report.

II. Deliverables

The ultimate deliverables the Consultant is supposed to provide include the following:

  1. A comprehensive Research Report, incorporating all the aforesaid aspects, on the chosen topic;
  2. Based on the finding of the report, a way forward plan for external advocacy and information dissemination to assist TI-Nepal work.
  3. Presentation, abstracts and summaries, in English language, wherever applicable.

B. COMMENCEMENT AND DURATION OF THE ASSIGNMENT

The assignment shall commence immediately after the formal signing of the Agreement, and shall remain valid until such a period the Agreement prescribes.  Any extension of the duration, however, shall be on a ‘no cost’ basis, and has to satisfy the ground that unavoidable circumstances caused the delay. Timeline to submit the report is stipulated below:

1. Part 1of the study Within four (4) Weeks after signing the contract
2. Draft report (complete) Within Eight (8) Weeks after signing the contract
3. Final report (complete) Within Twelve (12) Weeks after signing the contract.

C. PAYMENT MODE AND DISCLAIMER

The payments shall be done as shown below table:

(i) 30% of the contract amount Immediately after contract signing
(ii) 50% after submission of final draft report Approval from TI-Nepal
(iii) 20% after submission of final report Approval from TI-Nepal

TIN shall not be obliged to make any payments whatsoever, except than consultancy fee, for any other expenses incurred during the commissioning of the study and producing the report.

D. CONSULTANCY FRAMEWORK & REPORTING

This consultancy assignment being an independent task, TIN shall not do any work, provide equipment, materials or supplies, or render any other services, for this assignment. The Consultant has to submit a brief progress report of the assignment, as required, and until the delivery of the final report.

E. INTELLECTUAL PROPERTY

The Consultant has to assign TIN all the rights arising in any work carried out by the Consultant under this Agreement, including without limitation, copyright, registered and unregistered design rights, rights arising in database, and any other intellectual property rights. The Consultant shall warrant that any work done by her/him/it for TIN will not infringe any intellectual property rights of third parties.

F. TAX LIABILITIES

Consultant shall be liable for all income tax liabilities as per the law and such taxes will be deducted at source.


PART – III: GENERAL CONDITIONS

 A: Independent Relationship

Nothing shall be construed as establishing or creating between TIN and Consultant the relationship of principle and agent.

B: General Responsibilities

Consultant shall carry out services as per the Agreement, with due diligence and efficiency, and in conformity with the highest standard of professional and ethical competence and integrity. Consultant shall act at all times so as to protect, and not to be in conflict with the interests of TIN.

C: Sources of Instruction

Consultant, through its Research Team wherever applicable, shall consult and work specifically for TIN in connection with the performance of services under the Agreement.

D: General Duty

Consultant, and the Research Team wherever applicable, shall not assign, transfer, pledge or make other disposition of the Agreement or any other parts thereof or rights, claims or obligations under the Agreement.

E: Language

Unless otherwise specified in the Agreement, Nepali or English language shall be used by Consultant in all written communications to TIN with respect to the services rendered and with respect to all documents obtained or prepared pertaining to such services.

F: Confidential Nature of Documents

All documents and all other data compiled by Consultant, through its Research Team wherever applicable, under the Agreement with TIN, shall be the property of TIN, be treated as confidential and shall be delivered only to TIN on completion of the work.

G: Amendments

The terms and conditions of the Agreement with TIN may be amended only in writing, signed by both parties to the Agreement, or their duly authorized representatives.
